You mean Shornhelm in Rivenspire. That one's my favorite too, for the reasons you list and also just because I like the architecture style, and I like the way the city is built following the topography of the land - it leads to a much more interesting city layout with the upper district and the lower district. My DC characters all get parked there in between adventures.Mine is personally Rivenspire of Daggerfall because the wayshrine is super close to: the crafting stations, bank, outlaw's refuge & you can easily farm clothier materials there.

True you do have to first go upstairs but it's personally easier for me once I'm in there as I usually only go when I'm overloaded and have a bunch of crafting to do.
