It's possible that text chat doesn't work properly on the console versions. I mean, just look at the mail system. That's a rudimentary text chat and it hardly ever works properly. You can't just shoehorn stuff into a game and be done with it, game making doesn't work that way.

You can't even say that. The poll is not mandatory. There are plenty of people that visit the forums & have an opinion that refuse to participate in threads like these or who never visit general chat, spending time in other parts of the forums where more constructive discussions take place.

Care to explain where this feature would be? I have searched high and low for it, the only option I have found is going in to the participant list for people in the voice channel I am in and blocking them. Which the end result would be blocking them on PSN to mute them because it opens their profile on PSN.

The poll and the vocal group on the forums doesn't represent everyone and is a small group all together.
In the past and again yesterday the ZOS team have shared how they utilize the forums.
Their mindset is when there's a problem ppl voice it on this forums as well as other forums. They read more than just this forum. When ppl don't have an issue they rarely post about it, they go play.
500ppl is such a small number in the grand scheme of active PS4 and Xbox One players that according to ZOS isn't even the example made yesterday in reference to a "sweet spot".
The sweet spot is where 50% like something and 50% don't like something.
The game is still growing on consoles so that could mean that there are more who like what exists vs those who don't like what exists.
Consider a lot of ppl that vote yes to text chat also want to continue using voice chat.
Within the 500 votes there is even a much smaller group who will quit if it's not imemented. Less than 100 ppl so as of now ZOS has no new information to share.
I've tried to steer you guys away from the same ol same ol....but so many of you insist on arguing and fighting for a response.
Well yesterday you all got a response doing it your way. Nothing is going to change. The group who said no is still with the company so just because part of the leadership left don't feel that this is going to now change as those DeVs still remain who shared their decisions with us on prior ESO lives.
Please stop fighting ppl who are joining the discussion who do not agree with you because they are offering other points of view and good points of view that could help you guys land on some ideas that could be implemented.

I explain to you guys the substantive reasons why this is such a huge problem, debunk your bashing of my poll; non-forumers vote with /quit, ALL elections largely consist of those who care about the issue(s) and you simply ignore me and try to argue against less fleshed-out posts.
So let's put our cards on the table. Are you antis a) at end-game? b) are you working on your undaunted/alliance ranks? c)basically, are you playing this game as an MMO?
If not, that's totally fine, but stop trying to deny those of us who want to play this game to it's fullest the tools we need to do so just so you don't have to go into the options menu and turn off a small on-screen box or see an extra menu tab labeled text chat(THE HORROR!!)
If ZOS choose not to implement this feature, perhaps a community solution could be worked out? A centralised chat server with various channels for consoles/alliances/zones would certainly be preferable to the PS4 messaging system for me at least.
Individual players and groups may already use third-party text communication methods, but a centralised place would be nice, and while it would never be as accessible as built-in text chat, it should offer most of the same benefits as a global/zone chat, if only on a smaller scale.

It makes no sense to have anything different from what pc has. We have enough proof from other games that have successfully pulled of a text chat like that on consoles, so why would eso on the Consoles need anything different?

MMO just means massive multiplayer online. Nothing is attached to that requirement other than lots of players online playing a game.
You're trying to make an argument that's basically a PC experience or in some but very few cases a PC to console port where the DeVs neglected to rework their game to work on both with different UI's.
See from all the examples that are given for text chat on consoles...the UI looks very similar to PC so basically it's a PC game with button confit changes for console.
This is a completely different UI on PC than console.
Even further there are lots of things you can do on PC that aren't possible for console by design.
Basically when you suggest adding text chat to consoles you're actually suggesting to add full keyboard support.
With that comes other requirements by console like how does the PsP do this. How does smartglass work with this
