We never had a straight "No we won't ever add text chat to the console version, ever." :P Instead we had:
"Is it possible we could have a text chat? Yes. Will we? I don’t think we can safely say one way or another. It probably is safe to say if we add a more text centric way to chat it won’t be a straight chat window." from Paul Sage 2 months ago, before he left ZOS. You can read his whole reply on Reddit.
And then on twitch chat during ESO live today:
"ZOS_Jessica_Folsom: For those asking about text chat on console, we do see all the requests for it (on our forums, social media channels, reddit, etc.), but we don't have anything new to share about the topic."

Take this however you want but what I've shared has been in efforts to help.
Having been apart of this community for approx 2 years I've learned a lot and try to share those experiences with others.
I realize ppl don't want to agree or compromise or listen and or want to be heard, argue etc but having been around for a long time there are trends.
This company talks about what they want to work on and even comments on things they like. They address things that won't happen and often never restate that.
It's how things are done...for whatever it's worth to you I won't be going anywhere anytime soon as I'm a longtime supporter of this game and the company who developed it.
I've been following much of the DeVs since 1999-ish so I'm not going anywhere cause I like what they produce.
...
And there you o with the insults...
By the way I'm pretty sure I'm older or at least as old as you but that's of no concern to you.
This format right here and how the interactions occur are definitely deterring the idea to add text chat.
I keep trying to avoid the arguments, name calling and off topic comments.
I continue to offer ideas and compromises but here we are ...
If you're actually older than me which makes you well into your 40's and this is how you communicate think about it.
Most gamers are younger and more immature than both of us.
If we can't communicate in the forms without issues why on earth would they bring this issue over to an in-game experience.
Think about it...seriously...as again they ArE reading the forums
You tell people what they should or shouldn't talk about. Think about that. You are anything but helpful.
And you are the one who tried the "I've been here X long *** , and you've been following them since 99" etc , but when thrown back in your face then it's an insult.
You think you are coming off any better than anyone else ? That's the most amusing part.
Ok I'm sharing with you based on past events that you were not apart of my suggestions because I see the road you're going down and learned where it ended.
Doing the same actions will result in the same outcome.
I'm suggesting to try something different. No idea why you feel that should come with insults or attacks.

Annoying yes, but better than no text chat at all in my opinion still. Added bonus if we can customize the size of the text and bubbles.I wonder if people realize that individual, customizable chat bubbles/floating text would be a greater strain on the system than standard text chat. It would also be much more cluttered. Imagine multiple people all typing at once and it filling the whole screen with text.

Please elaborate because 30 characters above a head is no did than what we have now using radial chat emotes.
How does a customized radial chat option cause an issue that the radial doesn't?
We aren't saying a chat bubble we are saying a customizable radial chat emote
Even ZOS said they would consider adding more radial chat emotes so that's definitely something they would do

It would require more processing if it was not a type, save, than display function, but rather a type, then display one. As it would be more user input that is going to multiple locations, rather than a centralized one.

So radial text chat = creating a customized emote to display.
It's not free form like text chat box.
It's basically a few customized emotes vs pre set text. The text would have to fit within a few characters so let's say 30 or less. It's saved in the emotes.
I don't follow how this changes anything. It's saving text. Maybe 32kb

If a player could type a message then have displayed over their character's head and they could do that over and over again. That method would require more processing than a standard text chat box. Typing the message, having it saved to an empty emote message slot would require less.

I rather they didn't waste the resources on something just as useless as quickchat. A quickchat+ will still be useless and will not allow a person to have a normal conversation via text.

Now back to text chat for consoles.. Firstly PC has text chat, I've seen it on YouTube videos sitting there in all its glory doing no harm and so much good!! Every time I watch an ESO video from a PC player the jealousy is real!
Let's then talk about how voice chat is working for grouping up... In major cities during peak hour there are so many massive booming voices all yelling and talking over each other usually just having a chat about how many girls they've banged and how great they are at doing it, whilst some other guy is yelling "selling daedra hearts 2k each" (good luck mate), whilst some other guy is trolling with their atrocious rap beats, whilst some baby is screaming in the background and rarely; VERY rarely you will hear "anyone doing a Vet dungeon" but you can't trace the voice because of that damn music taking over the mic. Now let's decide it's too busy there for now, we'll come back in half an hour... Guess what? The teenage boys are still talking about how big their *** are, the music has gotten louder and even worse and the other guy is now selling daedra hearts for 3k a pop.
Now imagine all that going on in text chat? Guess what? Everyone can get their word in... At the same time!! You can also be anywhere on the map!! The boys that want to just chat for fun can go to the general chat tab! The guy wanting to sell his daedra hearts can go put a post up in the trading section! The guy playing his rap beats can use his headphones and leave us in peace and the guy looking for a vet dungeon group can go to the group finder and visually peruse who else is online and looking and which class, level and role they are without waiting light years for the auto grouper to put you in a group that ends up putting you in a group of three after waiting an hour.
And for those that don't like the idea of group chat they can go to their settings and select "hide text chat" from their HUD settings.
EVERYONE WINS! FLAWLESS VICTORY! FATALITY! (Sorry I've been playing MKX a bit this week hahahaha).

Ahh ok. So like the guys that repeat they are selling daedra hearts and motifs, over and over again to no one specific. Yeah I agree with that, and while annoying, I think they are just trying to make the best of a very limited communication (and trading) system.

It's possible that text chat doesn't work properly on the console versions. I mean, just look at the mail system. That's a rudimentary text chat and it hardly ever works properly. You can't just shoehorn stuff into a game and be done with it, game making doesn't work that way.
