Because you can use the Mist Form to greatly mitigate an incoming attack, including one that would normally knock you down. However, you don't want to stay in Mist Form any longer than necessary because:
1) Your Magicka Regen is crippled while in Mist Form.
2) You can not heal.
3) You can't cast any spells.
I've used Mist Form/Elusive Mist in 1.6 to replace blocking COMPLETELY... 75% mitigation is like blocking in heavy armor! This is going to be even MORE important when Imperial City is released and normal blocking is severely nerfed.

@OGLezard it's all about when opportunity presents itself. Those extra few seconds you can gain by being able to attack/counterattack now, vs end of cast can be huge.my question is why would you want to cast then cancel mist form to begin with....... seems pretty pointless

Ha ha ha, you're very insightful. I've considered making a video of my "Mist Blocking" technique, but I'm scared people will call it "OP", which is the not kind of PR vampires need right now, taking all our limitations into account.

Yeah, that's a separate issue, but it's happened to me, too. It seems to happen when I'm firing off a lot of different abilities right before Mist Form, so I'm not sure what causes that. That's a pretty bad bug, because it seems like you have to log out and log back in to get rid of it.
erm, isn't there some exploit with mistform?.... perhaps this is to prevent that exploit or something?
I'm not at my system that has ESO on it right now...but if I'm not mistaken the ESC key has nothing to do with combat...why would it do this?
Seems like this is probably an oversight that was corrected.
