The main downside is that it continues to lock participation in the trading system behind guild membership. Also, are you intending that it should be available in all zones or only the higher level ones where the main cities are to be found? If the latter, then it also locks out lower level players which is another downside.
For there to be an effective trading system it needs to be open to all, irrespective of level, alliance, and artificial barriers such as guild membership. It doesn't need to involve an auction house, as the present system could be amended to allow for non-guild members to use certain traders at a higher commission rate and with the commission shared between the guilds operating in those locations. However, the present system is defective in so many ways that a fresh start would probably be preferable.

The house would be visible to all in each major city regardless of level.
whilst i appreciate the guild comments, this is an mmo, ZOS made it so guild vendors are the only way you can sell things, im just working with the current system.
I'm pretty sure this has been suggested before....Obviously not exactly as you have described, but close.
HAve no issue with it. As long as you can not buy/sell from it, and it's effectively a "look up" directory, cool
The question mark most will throw up however, is the DB Search and display load it would cause on the servers.

i think you've just described the concept of a free market and capitalism.
