There is exactly one other set out there that reduces "all costs" and it works exactly this way, so no surprise here.

Why wear the set then? On a side note, if it stacks with itself for ultimates, did anyone check whether it also stacks with itself on normal abilities? If yes, that sounds dangerously like the stacking CF proc...
