Maybe, maybe not. It would be nice if they would clarify a lot of things, especially when they suddenly make changes that go against PVE tanks who actually do tanking in game.
Explain what in their mind tank is supposed to do.
Explain the true reasons behind stamina nerf.
A statement in one post, not scraps of information spread around reddit, over 9000 dev posts on forums and few second statements on various ESO live episodes and streams.
You must have been playing the WRONG game if that is what you thought lol venture into pvp once and see that almost all of the pvp players are using sword and shield. The only people who dont are A) Those who refuse to conform to what the meta is B ) Those who do not know any better.
The better question is why do they still want to give the spell damage benefit to melee weapons......that makes ZERO sense

Please reread this section. They are referring to enemy mobs (npcs) and not player characters. This was, I believe, to somewhat even out the difficulty of pve encounters.
I know it's possible to tank without using sword & board (as long as you use Inner Fire or a morph - if you're not using S&B and you're not using Inner Fire then you're simply not tanking, because you need to be able to taunt if you want to tank), but oh man are you ever making things tougher on yourself by doing so. Without using S&B you're missing out on a 38% reduction in the cost of blocking, a 28% increase in the amount of damage you can block, an additional 15% increase in the amount of ranged/projectile damage you can block, a 100% increase in the damage of your bashes, and a 40% reduction in the cost of bashing. Those all make such a big difference to a tank. More challenging definitely... If you don't find the current vet dungeons & trials to be enough of a challenge to your tanking abilities and you want that extra challenge, I say more power to you.
