Stamina regeneration while blocking fix

As mentioned in the previous ESO live, all stamina regeneration will be removed while you're holding Block in the next major update. I think this isn't such a great idea. It would be much better if it were "If you don't have a shield equipped, your stamina doesn't regenerate while blocking." This would allow tanks to continue their business as usual while still solving the block-casting issue.

The moment the tank pulls a large group of mobs those enemies are gonna cluster and beat with the same speed and damage of attacks as they did before.
