People level 45-49 in veteran zone?

I just got veteran level 1 about 2 days ago and as far as I know you can only get to the veteran level 1+ areas by beating the main story requiring level 50 so how can these lower levels be in the veteran zones?

Last quest from main story triggers at 45 not 50. Should be 50 imo.

Hiding and skipping most monsters, probably.

I have every character level 50, both a magicka and stamina version.

There was a thread where someone made an effort to level as little as possible while going through the Silver VR zones. He or she reported getting access to the Gold zone in April just after reaching VR1, so the character did almost every quest in the Silver zones while still at level 45-49. It seems as if it is possible to level even more slowly and gain access even to the Gold zone without reaching VR ranks. The fights would be tough, but not impossible. PvE is rather easy in this game if you have played the game before with an alt or two and know what you are doing.

You get the last quest at 45 so you can get vet areas not long after. I saw a vet 2 in stonefalls yesterday! Must just do the main questline and nothing else.

Don't see the point. You only get max xp within 3 levels. So unles you roughly stick with the zone you'll find it hard getting from 10 to 14. I'd rather do quests than grind mobs endlessly. I'm halfway through 9 and still in deshaan (vet 7 zone) so will have plenty of xp to keep gaining.

I got to vet 1 when I killed molar bal. Perfect timing!

It used to be 50, but was reduced to 45 due to the number of people who had completed most quests by 47 and were left grinding in Coldharbour with nothing else to do to get to 50.

I finished the main quest at level 46. And I went to AD for Cadwell's silver. By the time, I completed Skywatch, I hit Veteran Rank 1.

PvE is very easy in this game out in the world. There is no way I can go and beat mob's 5 levels higher in any other MMO and not get one hit killed. I was shocked. But my character was a Sorc and my pets were my shield, i dumped those poor guys when I got to VR though.

What's even better is a VR14 in a 45-49 zone. Oh the tears that generates :)

I was in Stormhaven on my VR5 DC character, trying to get the the "Give to the Poor" achievement in that zone. I accidentally aggroed some stuff (because the stupid mobs in this game don't stop aggroing when players are grossly over their level, like in most other games), and so I killed them.

Ten seconds later I get a very angry tell from some incredibly agitated level 20-something person telling me to GTFO their zone, and "go kill mobs your own level"... I simply apologized to the individual and went on my way. :)

I got Silver at 46 and found them to be easier than Coldharbor tbh. V1 mobs were actually kind of a joke.

I've always hit VR1 before I'm even 1/3 of the way through Coldharbour, so all this talk of people getting to the Silver zones at level 45 is strange to me. I mean I know it's possible and all, it's just so foreign to the way I play all of my characters...

I rushed through the mainquests on my AD sorcerer, so my character was lvl 44 and I had to grind a level to get the damn final main quest. I defeated Molag Bal and could finelly enter Cadwells Silver. I reached v1 at the final main quest in Stonefalls, right before I entered Deshaan.

It was my second character, all I cared about was to access Silver and Gold, to unlock everything and be able to port everywhere. Everything have been nerfed into Oblivion, I wouldn't say I ever encountered something I couldn't handle on my own :/

I had a character where I had just done gold Reaper's March a week earlier, so when I hit that for leveling, I just wanted out there. Hit Cold Harbour at ~43, finished it (as in everything except the public dungeon) at ~48, and hit Stonefalls at 49. Though, why someone would want to skip out on Cold Harbour is a mystery to me.

See and I don't run into that problem because I've got 16 characters, and I play whichever one I feel like playing for as long as I feel like playing that one. If I just did zone A on one character, I'm not going to feel like playing a different one that would also be doing zone A, so I'll play yet another character that's in an entirely different zone. By the time I get around to playing the next character that will be doing zone A, it'll no longer be fresh in my mind as something I just did.

I can understand wanting to skip Coldharbour more than the other zones, though. I mean, that place is dismal and depressing. I can't keep playing in Coldharbour for all that long before wanting to switch to play another character in a different zone. Don't get me wrong: I think they did a good job with the zone, and the quests are interesting and such. I'd actually be disappointed if it didn't feel dismal and depressing, because then it wouldn't feel right for Coldharbour. I can only take it for so long before I start to not have fun, though.
