Are the new character PTS starter bags always the same?

When you create a new character from a template on the PTS, you receive several bags containing various set items, weapons, etc...

Are these always the same? I created 2 new characters on the PTS and both of them received the exact same things in the bags.

    Then they should have included sets in those bags that they made changes to, which for the most part, they didn't.

    We could definitely use a template with all traits researched and a bag of crafting mats.
