I also feel that because content is locked in IC the vet campaigns should be level 50 only
That's just me as there is a noticeable difference between Vet 1-8 and Vet 14 or what's to be Vet16

It is really way too easy of a fix to not do
It will be a dead server...
CPs or not if you suck you suck. If you are good you are good.
Having non-CP campaigns would be absolutely amazing, and something I would celebrate greatly. I've been struggling to maintain motivation to continue the grind, and it's becoming harder and harder knowing the sheer depth of how much grind is ahead of me with this system if I want truly competitive PvP.
If I knew for sure that such a system was underway, I'd never give a second thought to grind. I'd do quests slowly, take my time, and truly enjoy the game for what it is.
+1000000000 for this suggestion.
I for one would play in a Non CP campaign. CP progression IMO removes all needed skill to kill someone. Your burst damage is way up there, your shields never drop, you just sit there and click 1-2-3 and the other persons dead.
@ZOS please give us a PVP where it takes actual skill and not grind time to win at PVP.
After thinking more and more about this, it is really the ONLY way to ensure that new players who level to V14 or what ever the max game level is has a chance when playing against a seasoned player. It's skill vs skill not CP vs no CP.
Just disable CP in PVP.
It really is the best solution I do not why they just don't do this.

Instead of creating non vet campaigns with CP disabled, how about instead granting all players in a non vet PVP campaign the same amount of CPs to allocate as they see fit. Not sure if a good number is 100, 200, or something else, but this would allow for additional customization using the existing CP system, but at the same time maintain competitive PVP balance.
Just a thought...
I would bet that the high CP players, when they are getting wrecked in the non-CP campaign would be the first one's calling "HACK"!
what's your issue with some of the community being able to play in a non-cp campaign?
My point was that everyone arguing in support of keeping the system as it is are saying things like "CPs don't matter, it's player skill". And, "Don't blame it on my CP when I wreck you, I'm just better than you."
So then they would turn around and blame someone for hacking instead of facing the obvious truth: you aren't that good, your CP made you that good; you're really no better than the guy who's only played one fifth of the time you have.
You might get tired of playing on empty servers, if it becomes the preferred campaigns for PvP
