Respec when 2.1 hits live?

Will all characters get a free reset of skills, morphs, and champion points when 2.1 hits live? With some of the changes a lot of people will be rebuilding in one way or another.
For long term for this type of situation I would suggest the following:
Create a system in which you can trade a token for a respec. Then if changes happen where ZOS feels like they need to allow a respec give out the token to the affected classes. Then people can respec when they feel like they have the time instead of being forced to as soon as they log back in.
