On my Sorc I use Structured Entropy, as it just seems better than using Power Surge , but reading the patch notes seems Surge (and morphs) are getting a boost...
So, with the boosts, is it worth while choosing Power Surge over Structured Entropy?
Hm, good question. Entropy is still better overall.
The DoT becomes even more valueable, it still increases your max Magicka and regen by 2 % (therefor more damage overall)
and it procs Might of the Guild. For damage, Entropy is and will always be better than Surge until they don't add a damage component to Surge.
Don't know how often and since when we suggest to add additional shock damage on each hit, when Surge is active. Then I would instantly take it. But no, Surge is only for those who aren't familiar with rotations and forget to recast a spell every 20 seconds (because the actual spell buff of entropy lasts 21 seconds or so) You loose DPS when using Surge, and nobody wants to loose damage and I'm talking about PvE AND PvP, where DoTs became more important.

I would recommend surge for aoe farming and dungeons with many adds, for single target burst entropy is better.
The changes to surge are definitly a step in the right direction but the heal effect is not very useful in pvp because damage shields, block, reflect and dodge roll prevent crits and thus healing. While the dot and healing effect of entropy are very small, the damage boost from might of the guild passive is very strong.
If shields get changed so you can crit on shields I would probably use surge though.
