They're intending on rebuffing siphoning attacks for the purpose of tanking, they'll probably make it so that it can only proc once off of caltrops though (if they know what they're doing). Your best bet is bashing with a lot of shield play enchanted jewellery (you also get a significant heal over time from invigorating bash doing that) also don't be afraid to magicka dump with swallow soul when you're getting lowish.
