This is a nerf, no way around it. HOWEVER....

ZOS could make this set a WHOLE lot better by simply allowing the proc on ANY heavy attack, not just "fully charged" heavy attacks. This would make it worthwhile for all the players who are weaving so-called "medium" attacks.
