One of these shields, the stronger one, only absorbs spell damage, so if you're a stamina user you only really have to be concerned with the 12k Hardened Ward until their hp drops enough for them to use Healing Ward. So the trick for a stamina user is just to deal with the 12k Hardened Ward, CC them to stop them casting again and burst down their remaining hp. Sorcs only have about 12k stamina and about 600 stamina regen, which is enough for about 3 cc breaks before then have to pop a potion. You have to stop a sorc from casting his shields so cc, dps, cc, dps, cc, cc, dps.
If you're a magicka user then things are more tricky because you have to get through the 15k Dampen Magicka followed by the 12k Hardened Ward, before you get to the health pool. Any cc you use will not likely be enough to keep them down long enough to dps 2 wards plus health pool before they get a chance to cast again. This is a problem and zos should be addressing this rather than nerfing all shields, which will just leave sorcs easy prey to anyone with a 2h and bow (which they kind of already are).

Just curious: how do you do that in the 2.1 patch? Burst down their remaining HP? Unless the sorc is a sitting duck or seriously needs to learn to play, I just don't know. Magicka Templars should have no issues killing sorcs in pvp. Eclipse and Dark Flare combo works extremely well. Dark Flare since it hits hard and puts a health debuff on them so Healing Ward isn't as effective. You'll easily cc break a sorc with eclipse casting. Most sorc anticipate people will want to go in close... so they toss mines down a lot... but magicka Templars have the luxary of going ranged and melee... so mix it up and keep them on their toes... and keep eclipse on them as much as possible.
