Them being invincible takes the immersion away a bit. How about making them really tough to kill and also respawn quickly? And you get no rewards for killing them but a higher bounty.

Id like to see them killable but something that would require a great deal of effort and cooperation by the playerbase. Much like World Bosses in other games like SWTOR.
This would cut down on what ZOS feels would be exploitable behavior and at the same time allow players a bit more freedom in the game. Many portions of the game feels like a game on rails. The freedom of choice is limited and not actually impacting the world around us. The only NPCs we can kill are insignificant making the whole process unnecessary and self-punishing.
Guards are laughably easy to escape from. I took a struggling thief under my wing yesterday and showed him the tricks of the trade and he was absolutely baffled about the truth behind guard's mechanics. He never dies to them now.
People that have huge bounties and die to guards are simply doing it wrong. Personally, I think guards need a buff, not to be killable.

This is amazing. Being able to be locked up and try to escape whilst trying to escape with pockets full of gold.Should be tough, but absolutely. And forget all this no reward gibberish. Guards have been robbing players' hard-earned thievery for months now, hoarding it in their guard quarters, and generally living opulent (but still guard) existences.
If you kill a guard, you get 5 minutes in the guard quarters to open as many master chests as you can. Oh, and an achievement and title for sticking it to the man. Kill 25 guards, get to take on the mayor.

Yerp... and I'm surprised the poll is so evenly divided on this. However, I do think that they shouldn't be killable before some more complicated systems are put into place. A player who kills a guard needs to pay for that action with more severe consequences than getting KOS or a bounty. I'm talking the stocks or jailtime.
So... yes, but there's more to it then that.
