Barathrum Centrata - what, when, how, huh?

How does this area work? I assume the three portals in the middle of the circular, central area will start spawning a crapload of adds when triggered. But how are they triggered? I cleared the smaller portals on the elevated platform surrounding it, but nothing happened.
There are a couple of places around the area where, I assume, there is a public-dungeon-group-event sort of thing going on, but I'm not sure it's tied to the central portals.
Has anyone completed it?

They mentioned in the latest ESO live that the Centrata event is bugged and won't trigger. It should be fixed next patch.6
