The idea was to do away with maximum health, magicka or stamina increases, and allow each race to shine. Note that mitigation and resistance aren't the same things.
Breton:
* +18% spell resistance
* 5% spell cost reduction
* 15% magicka recovery
Altmer:
* +10% spell damage
* 10% Destruction cost reduction
* 15% magicka recovery
Argonian:
* Swim Speed and 50% poison/disease mitigation
* 10% Restoration cost reduction
* 9% magicka, health & stamina recovery
Redguard:
* +10% weapon damage
* gain 35% stamina when it drops below 20% once per minute
* 21% stamina recovery
Nord:
* +15% armor
* +15% melee heavy attack damage and 3% melee damage
* 20% health recovery & 9% stamina recovery
Orc:
* +15% armor
* -9% block cost and 6% block mitigation
* 20% health recovery & 9% stamina recovery
Dark Elf:
* +5% spell & weapon damage
* +3% fire damage and 10% fire mitigation
* 9% magicka, health & stamina recovery
Khajiit:
* +10% weapon damage
* +10% crit chance and 5% crit damage
* +30% faster sneaking & faster stealthing
Bosmer:
* -10% Bow cost reduction
* 21% stamina recovery
* +30% faster sneaking & faster stealthing
Imperial:
* 5% damage mitigation
* -9% block cost and 6% block mitigation
* 12% increased light and heavy attack damage
