I read the announcement for the Imperial City and it seems it is mostly for groups and VR16 rank. If so,I'm kinda bummed. Low level Chars look to be left out pretty much. No quests playable for those who havent reached the VR ranks.
(please dont flame me.I was just hoping it would be good for everyone,even those not high in ranking.)

Most DLC or Expansions don't add much, if anything, to low level content. There's already TONS to do between levels 1-50.Daggerfall Covenant

That is correct. THIS IS A NEW-BUT-GROWING GUILD. We are focused on doing vet pledges, vet dungeons, getting achieves, & doing hard mode bosses.

It is. Hop on the PTS, they have level 35 templates you can make and join on in the fun with. On live in the non-vet campaign, IC is going to be a lot of fun for lowbie pve/pvp0 -

✭✭✭✭✭The biggest obstacles going in are the groups of VR16 enemies that roam the sewers and streets. Even if you can handle them yourself, you'll still want to travel with groups of people until you're comfortable with the layout of the City.signing off0 -
