✭@Dracance you can choose between 50 flat more magicka or 50% more starting magicka if you want.
By the way nord get 100% cold resist, during night all but khajiit have a 90% miss chance and orcs can double their damage, while taking half, for no cost 1 minute a day. Bosmer become worthless midgets again and bretons simply absorb 50% of all magical damage. Argonians get 100% swim speed for reasons and imperials get flat squares for faces again.
