There needs to be some incentive to make people defend/attack keeps in Cyrodil. By requiring this for IC access, it helps all factions become more than just a bunch of AP farmers. I'm not sure that 6 keeps are needed for access, but at minimum it should be your 3(if not 5) closest keeps around the temples.
please keep it the way it is where there are no requirements to open IC for your faction.

In DAOC there are 2 dungeons. Darkness falls which each alliance fights for control and the Labrynth which is always open access. Darkness Falls limited access system is 10X better.
We need control to be limited because it adds more things. When your side gains access it makes it exciting and special. It will also create a RUSH to go there and clear the enemy zerg. It also creates a more controlled envirment for people to be able to actually acocmplish things inside and even get stones. When your side loses access you know to go bank them. solo and small enemy skrimishes will still be inside and there will alway be danger but the zergs will be cleared out. It is far better for PVP and PVE
