When I see a ww in cryodiil I don't see a threat, I see a pinata full of ap, and when I use ww (7/8 characters are one and 5/8 have most everything unlocked) I am frequently focused down. Its to hard to resist the east glaring target, unless I see a ww and have mine charged, then I try to have a nice fight but those often end quickly.

I've seen that too but mainly due to fear of getting ganked which I don't blame them for. I see a group of players coming at me I'ma run like mad too or die trying all the while doing what I can to stay alive lol

I see them do that in every fight. 1v1 or not, werewolf form isn't better than your nomaral form. Every fight I've had with them end with them dead while running away or they get away from me due to my lack of range

WWs' Howl of Agony can hit a devastating 11k+hard CC you know. That's just 1 click. I've done it. Took down a lot of tanks and shield-stackers alike on assaults with it but at the cost of my toon's life (but half of the time, I survived too). But hey, at least I took care of them so my alliance can move forward without getting too focused on killing one opponent. It's really powerful if you really gear for it. Though, I tend to use other ultis rather than just WW form. I take the WW ulti as being situational to some circumstances because let's face it, being a vamp doesn't force you to 'transform' and the abilities can be used on-the-go.
I became a WW for the role play aspect of it, but RP is way too awkward on console without text chat. I ended just having it for the bonus stam regen.

Vampires do have less abilities at their disposal though. Only 2 in fact or 3 if you count the Ultimate. Also just want to point out that Cyrodiil is not necessarily the permanent residence of players at end game so the choice to be a Werewolf doesn't have to be limited to PvP. I am aware PvP is the most noteworthy endgame place in pretty much any game but that also depends on the player.
