What do you define as an "Exploiter"?

Doesn't matter what it is. Call it whatever you want, if it is in the game and you are using it- it's fine. The only thing that can be done is to remove those bugs.
Many people don't know many things in ESO. But no one wants to punish those that do.
Example: If one doesn't know how to cancel animation, another should not be punished for doing it.

Do you consider using a 3rd party program like a trainer as being "in the game"?

I mean just what I have said Sir.
Exploiting bugs that are present in the game- fine by me.
I have not said anything about 3rd party programs, of course I share your negative opinion on this exact issue.
Hope this clarified things now
1st offense 3 days banish, all AP and PvP levels removed.
2nd offense same.
3rd offense, perma banished.
Exploiters need to be banned pronto. If ZOS doesn't do that, then they are basically allowing troublemakers to reign. Think it this way:
Would you not alert the police if a robbery is going on? If you answered yes, I would not alert the police, then what kind of person are you?

You think everyone in the game is exploiting 24/7? No. There are many players both in Cyrodiil and PvE leaderboards that are doing it knowingly, but not everyone. Not even close.

Depends...are the bank owners leaving the vault open and just letting the robbers in?
Its a pipe dream fellas,
They would rather ban you for showing proof on the forums of someone hacking. That should tell you all there is to know about their stance on exploiting.
This is why exploits run rampant, and more and more people use them... because there is no consequence. It the whole "If you can't beat them, join them" mentality.
That's not a fair example and you know it, that involves the possibility of someone actually getting hurt.Psychobunni wrote: »Exploiters need to be banned pronto. If ZOS doesn't do that, then they are basically allowing troublemakers to reign. Think it this way:

In what strange world do you live in which bank owners leave vault open and let robbers come in at free will without any repercussions?
As I see I am failing with this, let me try another approach:
If a kid is bullying your friend, would you report it? If you answered no, then I need to ask one question: What world do you live in?

My point went past you. These "exploits" don't get fixed until they are all over social media and youtube and everyone knows how to do it. No matter how many times MoD's delete posts people make of "I've turned in x amount of tickets for 3 weeks" etc, etc.
So yeah, if I walked into the bank and the bank President was propped at his desk just watching people go in and out the vault taking goodies, and just shrugging it off when people were "dude, you are getting robbed", I'm simply going to turn around and walk out.
:insert Kermit the frog "that aint my business" tea meme I'm too lazy to get here:
