I have heard that you level the werewolf line by kills (not level dependent), but the skills within the WW skill set by XP (kills level dependent AND quest hand ins while on ability bar) .. are you killing mobs out of your character range ?

Yeah, this is basically correct.
Every kill while in werewolf form will award 5xp for your WW skill line. The only exception is kills that occur while you're inside range of the shrines (so your transform isn't ticking down.)
But, your actual werewolf skills, like pounce, hircine's gift, and the transform, advance like normal skills based on XP received. So if you have them equipped while turning in quests, they'll get a serious bump. This also means if you're killing enemies that are way below your level, the skills themselves won't advance, only the skill line.
Also (at least on the PC) you can equip any werewolf skill to your normal bars, so you can level them while not transformed, just by playing content normally. Though, you can't use them when you're not transformed, so you're taking a bit of a penalty to become a better wolf.
Oh, one more thing, the werewolf skills have very high advancement costs. This is kinda blind from the player, so you're not expected to see it, but they're calculated on the XP gains of a mid 40s character. Trying to level them on, say, a level 16, will take a long time.
