What you're asking can certainly be done, if done correctly. Again, I'd advise against attempting to do anything involving stamina since you're mainly a Healer and (I'm assuming you would be) already specced into magicka. A Destro staff is the obvious choice as your secondary, but you honestly don't have to give up DW. You may or may not be aware of this, but DW actually increases your spell power, more so than a staff. I won't go into specifics here to save space, but I can if you're interested. It seems counterintuitive; however, it's indeed a known fact that your spells will do more damage while dual-wielding. This is what makes a magicka melee build perfectly viable, and it's precisely why you don't have to give up DW as your secondary. You simply won't be using many (if any) DW skills (because they scale with stamina) on your DPS bar; you''ll supplement with Templar and Mages Guild skills.
Now, as for specific skills to use while DPSing, I can't provide too much insight. Inner Light (morph of Magelight, Mages Guild skill) is probably a given. Structured Entropy (morph of Entropy, Mages Guild skill) could also be a good addition. Assuming you don't use the other morph, Radiant Oppression (morph of Radiant Destruction) might be a nice skill to have on your bar. I'll provide a link below to a decent-looking DW magicka Templar DPS build you can look at for more suggestions; I'm actually planning on taking a few pointers from it myself on my Templar Healer when I get around to building up my secondary DPS bar.

When I run out of stamina I start using Blazing Shield until my stamina recover, switching back and forth between stamina and magica attacks.

This will also mean you'll end up being a more effective healer, to boot, since your itemization will be more or less the same for both builds.
