I finally got another one (1) the other day. This is after about 3 weeks of 4 characters doing them daily.
The first week I was able to get 5 fragments on my own.
If this is a string of bad luck then my whole guild must have it too.

6 of mine are VR1+, and the other 2 are not. The highest rank writ you can turn in before you go to Coldharbour is rank IV. As someone helpfully informed me in another thread, you can turn in a rank V writ in Coldharbour without having completed the quest that first sends you to Coldharbour - what you have to do is find someone (a guild member, a friend, whatever) in your alliance who is in Coldharbour who you can travel to, and then complete the first quest in the Hollow City that is just you talking to the groundskeeper. Then you'll be able to complete rank V provisioning writs. You clearly don't understand the inner workings of RNG. Just because it worked for you doesn't really mean anything.7 max level provisioners doing writs, I had my recipe within about 10 days, and I now have 8 spare fragments (which I use as prizes in guild raffles, so no, I will not give them to you!)
Having just 1 provisioner, it will take you ages. Get some more trained up.

There, fixed it for you.
My only real snag for me are the duplicate pieces. I calculated that with 34 roe and 71% of a completed recipe, all things equal, I'd hypothetically have 48 roe by the time I had 100% of the recipe. So approximately two or three more weeks of writs.
And sure, I could trade, but I already have 43% of a second recipe. And I'm stubborn.
