You've never seen buckets and chamber pots in the game? That's the answer. Heck, I remember in Skyrim you used to find little alcoves here and there with nothing in them but a bucket and a book. Pretty obvious what that's all about.

I think it's because players who have never seen or used a toilet in real life before would wonder what it was. So to prevent that rare situation, they've chosen to leave them out. Its the only logical explanation I can come up with and it explains why a lot of other things aren't in the game, such as computers and contraception.

Skyrim had them, usually in bandit caves a bucket sitting in the middle of closed off section, usually with a book nearby

They don't, everyone is a hollow wire-frame, some programmed in little loops. They even make little robot jokes about their loops. besides, zos prob couldn't find a programmer that could get them to the bathroom if there was one.
