Could it possibly be a NAT issue?
Im not having the problem so I don't know for sure what is going on but Xbox is notorious for having voice chat issues with less than optimum NAT settings.
Try going to portforward.com (ESO is listed in games under The Elder Scrolls Online - Xbox One), choose your router brand and model from the list and follow the steps to open/forward the right ports.
