Quick question about Cyrodiil Skyshards

I know there are 15 (6 Below) Skyshards for each faction or something but does that mean that if im Ebonheart there are still only 15 or do I have access to the 45 in total? I know that they are split over the faction areas or does this just mean that whatever faction you are in they are in different locations?

    you have access to all skyshards. The difficult part is that 4 of them are behind the 4 gates of the other factions so you need to help your faction push to open them for you to be able to get to them.
