Just because it say you have 35/35 does not mean you did then all. I did all quest said 45/45 one to a public dungeon not a group dungeon and there was 2 quests there.

Yea this game is all about Exploration, and I my friends knew that before buying the game, if your a person who went thru Oblivion only doing the main quest line and complaining that it was a short game, ESO is not the game for you. (This is not directed at the OP but in new players of ESO in general)

I had a good look about last night, I did check how many missions I have done to date and it tells me that I have done 312 out of 500, I have found a site that shows the maps with everything on them, I did miss some bosses and 4 delves, I also came across 4 more quests but they were white, I also saved the king and have now been told I can travel to coldharbour.

I am going to check my list of quests against the ones in the link you sent me.

I can see this happening. You've almost certainly missed an odd ball quest or two, but if it wasn't for spending a weekend in PVP, doing the 4v4 dungeons, and helping other quest I would have been to Coldharbor at around level 40. I also have grinded a lot too and spent a good bit of time farming high level as I played the game for exploration purposes.

You have be a completionist almost to reach Coldharbor at a decent level.

I've been having the exact opposite problem as the OP. I am usually at least a couple levels above the quests I have been doing. I haven't done any PVP, group dungeons, or grinding. Just doing every quest I can find. I've been blowing past a lot of mobs and have done a few public delvs where I didn't kill much more than the boss. I'm only level 27 but if quests/exp keep running the same way through the rest of the areas I'm not sure how someone could get that far and be under leveled w/o skipping a bunch of quests.

OP, the best thing to do is to explore everywhere. As others have said, the 45/45 quests completed (or whatever it is for a given zone) is not actually a measure of how many quests there are in that zone, just a measure of how many quests you need to complete in order to get the Adventurer achievement for that zone (which is typically about 5 fewer quests than there are available in the zone).

Check to see if you have the Explorer and Cave Delver achievements for each zone. If you don't, you've missed stuff. Check your Dark Anchor achievements to see if you've completed all of the Dolmens in the zones. Check the achievements under Exploration and your alliance to see if you've completed the world bosses in the zones.

If you're doing everything, then you should always be several levels above the mobs you're fighting. By the time a character makes it to the final alliance zone before Coldharbour, I always run into the problem of having quests turn white, and being too high level to get loot or XP from mobs. I've always hit VR1 very shortly after getting to Coldharbour - and that's with skipping some dolmens and world bosses along the way.

Having said that, even if you're doing this and exploring everywhere (if you see a section on your map with no symbol on it, try going there to see if there's anything to do), it's still possible to miss a quest here and there. There's one side quest in Shadowfen that I only found out about the 3rd or 4th time I had a character go through that zone (really, you want me to take a bridge that leads nowhere in order to find a quest giver?), and one side quest in Rivenspire that I only found out about the 3rd time I had a character go through that zone (I didn't expect there to be a new quest in Northpoint after I completed the Northpoint questline, so I missed it previously).

They don't ban people for grinding. Grinding is totally acceptable. They might ban people for griefing if they're grinding in such a way as to prevent other players from progressing quests, or for exploiting if they're clearly taking advantage of an exploit, but it'd be rare for them to ban people even for those things, let alone for legitimate grinding.
