Well, I think we should not be able to change our characters permanent appearance, like Face, height, skin color, race, etc. but we should definitely be able to change adornments, hair style, eye color, beards and Body Paint.
Being able to change its full appearance will break the immersion for us immersion lovers, for example:
Day one: you see your blonde, skinny, short firend called Nen walking around the town square and you say hi.
Next day (Day 2): Oh hey Nen, "OH WTF! you are now red head, tall as Nirn, and weigh 247 pounds.....
It really breaks immersion and people recognition.
This should not be part of the Ca$h $hop.
But who am I kidding.
I've tried feeding my PS4 a $20.00 Canadian bill, It's not working, still no appearance reset..

You want them to take months and months to develop and perfect a system that will run smooth and flawlessly for us, that is current not in the game and was never intended, and you expect it to be free? That's not how life works.
I could see them offering a Character appearance reset for $9.00. And a Race change for $15.00 I don't think they will ever allow a faction change, As it would severely mess up quests.

I expect it to be a free content update, yes.
And never intended to be in the game? Please, we have been promised that it's being worked on when we still had a subscription. We already paid for stuff they haven't delivered many times over.

I think I found your problem... you're not using real money.
I jest I jest, ZOS have said they like the idea of a face sculptor/hair dresser so we may see one eventually, not sure when though sorry.

mmmm Nope! You paid to play the game that was originally created, You are not entitled to anything , I don't recall them ever 'promising' the wheels are in motion of it. They have stated they would like to add it at some point. Need to be realistic.
I'd love it to be free aswell! But you need to be realistic about things. By having the Crown Store, they are able to work on ever more and higher quality updates for us
This is something we have been asking for, for over a year. They know we want it, there are tons of threads about it, us begging ZOS to let us have it. They have said they are going to implement it at some point. While we all would like it to be free, that's not going to happen now that the game is B2P. I'm okay with that, just wish they would hurry up and do it already!
This game has really serious problems with body proportions. For example if your character looks excessively fat in Altmer Light Armor, he's most likely to have anorexically slim waist in Dunmer Light Armor. I wouldn't mind being able to finetune my appearance just because of that.Well, I think we should not be able to change our characters permanent appearance, like Face, height, skin color, race, etc. but we should definitely be able to change adornments, hair style, eye color, beards and Body Paint.

Your immersion should have nothing to do with a business transaction. Your immersion doesnt pay bills. This game is a BUISNESS and I believe as AS LONG AS IT FITS THE LORE (as in there are examples of requested content in other games) people should have the option to PAY for whatever they want.

I honestly think that might be a major problem for you. When other players actions are able to break your "Immersion" to a video game. But with that being said it sounds like a personal problem that you are imposing on others for your own satisfaction of "Immersion". My actions shouldn't break it for you.
You need to understand that it's no longer a single player RPG. ESO is an MMO with millions of players world wide, Don't let strangers ruin the game for you by living off "Immersion".
Character re customization is a great way for the Devs to make some coin off us and help produce greater future updates for all to enjoy.
If somebody wants to pay a premium to change their full appearance it has nothing to do with you. Some of us are here to Role Play and gain immersion, Some of us are here for the MMO experience.
TL;DR Don't let others ruin your immersion

I AM a roleplayer who is into the "immersion" thing and I completely agree with you. I want appearance changing ability BECAUSE of roleplaying and immersion AND because it's an MMO. Say in a storyline my character is killed. But she's VR12. And has mastered some crafts. I should delete her to make room for a new character? I think not. What I SHOULD be able to do is CHANGE HER APPEARANCE COMPLETELY and CHANGE HER NAME. Now she's a "new" character but I have not wasted my time investment in her. And if Sally looks completely different from the last time I saw her but is still named Sally and talks to me like she knows me? My character just asks, "So...what spell hit you?" IMMERSION SAVED. LOL

It's not something that needs to be done immediately, but it's something that should be possible at some point. I hate the thought that I'd have to make a completely new character and do everything all over again just to rectify this issue.
I'd also like it if I could make my character's hair blue. I know it'd break immersion, but that doesn't stop me wanting to do it. I mean, you can run around dressed as the medieval equivalent to Krusty the Clown, so my guy having blue hair can't be too much of a stretch, can it?
