If you are not skilled at PVP, please just PVP more to acquire the skills/gear and XP/CP to be better. Life is not fair, so why would a game be fair?

I like the idea of an even playing field in PvP too. BwB is almost there but the CPs are wrecking it as time goes on (although it seems like this will be remedied sometime in the future).
I also love theory crafting, as do many. Perhaps this would be fair and keep the build diversity up:
"Flat Campaign" Rules
1. Health / Magicka / Stamina and their regeneration rates are equal for everyone when they are naked.
2. Deactivate CPs or give everyone a set amount of "PvP CPs"
3. Set amounts of Armor/Spell resistance on gear pieces based on armor type and slot. For example light chests all have X armor/resistance, medium chests all have Y*X armor/resistance, heavy chests all have Z*X armor/resistance. Clearly Z > Y.
4. Weapon damage is based only on weapon type.
5. Enchantments are all equal based on slot.
6. Sets give equal bonuses regardless of quality.
7. Traits are not affected by armor quality.
I think this would eliminate any progression based advantage that a player could have but still keep a very wide variety of builds possible.
Thoughts? Additions?
I thought they gave you ridiculous health/magicka/stamina boosts in pvp areas to non vets (I am a non vet) in order to balance fairness? I like to think that after I put in the time, I will be tangibly more powerful. Without the progression carrot I might as well play some cod/etc (no). Tamriel is a place of legends and gods, why can't there be a few OP old timers around? They will be the vast minority.
It's all purely opinion of course, and yours carries as much merit as mine.
