If I sign up for ESO plus now(7/15) will I receive the imperial city when it drops without needing to buy it from the crown store?

While you are subbed, you will own it. But as soon as your sub runs out, you will no longer own it. But you can sub again to get it back. . . if you really want to

So the difference is that buying it from the crown store gives you unlimited access once purchased and ESO plus only give you access when you have an active subscription if I am understanding correctly.

Correct, but if you do ESO+ till then you will get 3,000 crowns in the 2 month wait to purchase IC DLC

But I can buy 3000 crowns for 24.99 or I can pay 30.00 for 2 months of plus which will also give me 3000 crowns and 10% xp boost. So I would be paying 5.00 for 2 months of 10% boost.

The 10% seem to help more then just 10%. Plus it's not just for xp it's also helps with crafting skills & such.

Think about it as renting the content versus buying it. If you sub, you rent it for the time you are subbed, and lose access if you drop the sub(rent). If you buy it, you never lose access again.

(Keep in mind tho that subbing also gives you 1500 crown each month, meaning if you stay subbed for two months you will be able to unlock IC permanently for no additional cost)

Maybe he was writing in the dark.

"Welcome to Arrille's Tradehouse. I barter for goods or coin. I also have a small selection of spells for sale. No credit. You want a little advice? That's free. That's ALL that's free. Would you like to hear about our most popular potions? Our most popular scrolls?"

would wait to sub until just before start of IC. if you hate IC, you only sub 1 month to find that out. If you like it, then you will be subbing for 11/2 to 2 months' worth and then buy it perm.
