Maybe we have to wait for Tiber Septim to be born before all three factions can work together to overcome the dangers of Oblivion...

    The factions working together? No.

Random adventurers who happen to be members of the Fighters and Mages guild, who elect to personally work with adventurers who hail from other parts of Tamriel working together? Sure.
This is EXACTLY Coldharbour. No factions involved, just random adventurers wanting to work together.
Except Coldharbour is faction gated. But yep, it's in line with the concept of our Coldharbour zone.
Indeed, that was my point :) That's how Coldharbour is introduced and set up, but not how Coldharbour technically exists (currently - I still have hopes for them to change this).

    Coldharbour should be cross-faction!

Uhm, no. As has been said earlier in the thread: The summit on Stirk ends with the three leaders not being able to agree, and therefore instead of one common force, the Fighters/Mages Guilds end up going instead.

Yes? That's exactly what makes it cross-faction. As Vizier said, a situation where the Fighters and Mages Guilds pull members from all over Tamriel to fight the Deadric threat with the consent of the alliance leaders. They've pulled members (and independent adventurers, like the Vanos siblings and Lady Laurent) from all over Tamriel; hence, cross-faction.

There are multiple other threads asking for the same exact thing. Here's just a few. And I still believe it's important, ZOS please pay attention:

    http://forums.elderscrollsonline.com/en/discussion/171982/eso-should-allow-for-cross-faction-pve-dungeons/p1
    http://forums.elderscrollsonline.com/en/discussion/122289/wrothgar-50-zones-please-open-up-to-all-alliances-simultaneously/p1

To clarify my own thoughts on the lore debate.

    1. Do not think too much about the details in a game where every player is a the hero of their own story. If you dwell on the details there will be discrepancies and you'll hurt yourself. Anyone who gets too worried about "soldiers" from opposing teams meeting up in a game in a non-pvp area needs to go outside, take a walk, and remember that this is just a game and we're all just people playing it for fun.
    2. Players/Heros are not soldiers all the time. Even if we go to Cyrodil and join the army for PVP, we are just a hero who plays a part in saving people and righting wrongs in ALL factions. Typically we represent our faction, through Caldwell we represent the other 2 factions and we also are members of the mages guild, fighter's guild and undaunted all of which have no faction allegiance. When engaging in activities outside of Cyrodil there is no lore reason that we should not, could not meet and work alongside heros from other lands.
    3. The lore goes so far as to state that Mages and fighter's guild representatives (us and NPCs) from all 3 factions went together into Coldharbor. This zone, as well as Craglorn SHOULD be multifactioned! Furthermore the Undaunted sends us into delves in other factions where we should be able to group with Undaunted from any homeland. All myself and most players want is to see those zones and dungeons unlocked so we can mingle.
