Because its fun? Games are designed for mindless pvers and its nice to spoil the party for them every once in a while and force them to actually think on their feet. A pvp player dies and shrugs it off and moves on but a PVEr cries, posts for nerfs on the forums and campaigns for the removal of all player conflict in every aspect of an mmo.
Allow me to direct you to the alliance war and PvP combat section of this forum that has hundreds of nerf and whine threads created by, you guessed it, PvP'ers.....

I doubt ZOS didn't think of that. It'll probably be bound or locked to prevent you from just mailing it. Otherwise what would be the point of making it lootable?

Already is. You can safely pve in pve zones to earn gold and buy the items obtained by Stones.

You can just port directly into the new dungeons like any other dungeon already in the game.

That depends on what the stones are actually good for. If they're just trophies, then yeah, why bother. But if they're more akin to Nirncrux, then watch your back, cause you're gonna die fast if you don't go into IC with an army.
The word "lootable" I think invites bad responses. Reword it, and maybe it doesn't sound as bad:
"If you are killed in the Imperial City, you will lose Tel Var stones. Killing another player will reward Tel Var stones in addition to AP and XP."

Not necessarily. You do not automate (button press still required) and would safe only the click on the map. Since you can do map pings by addon, this should work as well.

Tel Var Stones cannot be mailed.
