Improving Weapons/Armor More Than Once?

I forged a Steel Greatsword and then improved it using honing stones. I now want to improve it with Dwarven Oil, however, it is not listed under weapons that I can improve. Can I only improve it once?

Jennifur_Vultee✭✭✭✭✭As Rosveen said make sure its in your inventory and not equipped and that you have the required number of Dwarven Oil on you or in your personal bank.
