Improving Weapons/Armor More Than Once?

I forged a Steel Greatsword and then improved it using honing stones. I now want to improve it with Dwarven Oil, however, it is not listed under weapons that I can improve. Can I only improve it once?

Is it equipped? You need to take it off and have it in your inventory to improve it again.

As Rosveen said make sure its in your inventory and not equipped and that you have the required number of Dwarven Oil on you or in your personal bank.
