question regarding NB passive Ruffian

This passive gives increased dmg to stunned and immobilized targets 'when using dual wield attacks.'

My question is, does this only count dual wield abilities or does my surprise attack and other NB skills also recieve the benefit from this if I just have dual daggers equipped.?

Only dual wield abilities and light/heavy attacks will benefit from ruffian.
