    I know, at least in Skyrim, that is you killed all the witnesses your bounty would go away, it's been too long since I played Morrowind or Oblivion to say for sure in those though

    That was not the case in Morrowind or Oblivion. Skyrim was the first game to introduce the possibility of killing witnesses to get rid of a bounty.

    I think I remember the mechanic from Oblivion, but that might have been a mod, or it might have just been glitchy as hell.

    Maybe the guards are good investigators? They just presume the investigation happened immediately for mechanics sake.

    My 2 cents on Sheogorath, maybe he is having fun placing bounty on you .
    If I die tomorrow I do not want to think of the game I could of played today, therefor I will play whatever I want today while securing a future to play in as well.

    A true gamer will think of all the possible outcomes and execute the one that is the hardest to accomplish.

    What devs should implement are stealth kills from behind like in Skyrim. So when crouching behind a citizen (and completely hidden) two options should appear: pickpocket and stealth kill (each with a specific button for each action). This is something similar when a vamp player uses the "feed" option.

    This stealth kill only applies to citizens (not guards or normal PVE enemies). Hope there is a way to stealth kill livestock animals. Even killing them by punching gives me a bounty.

    Stendarr, god of justice, sees all! And then the aedric basterd rats you out to the guards... ;)

    But a special "press x for stealth kill" option... maybe with an neat "grabbing & throat cutting" animation for the sneaky murderer feel... (possibly only usable if you have a dagger as mainhand weapon?) and a chance for it to fail like with pickpocket, resulting in struggle & bounty... that one sounds interesting.

    Precisely correct.

    The same with "errors" in the bounty system. "You will no longer be attacked on sight," they say, and I, in my naive gullilbility believe it, and think it's safe to change into "good girl" mode.

    So, what's the VERY next thing that happens? You guessed it. I'm minding my own business, don't have my thieving gear/weapons, and escape spells even available b/c I'm going questing, and BAM, I'm attacked out of the blue by those guards who are allegedly no longer interested in me. And I'm not even getting into the lag, black screen freezes, etc. that's gone on since the "injustice" system started. (No need to discuss here, I beseech thee. I was just adding it to the "that's really too bad" list.)

    All that said, it has SO much potential for fun once the bugs are smushed. I just hope they actually DO it...I mean fix it ALL THE WAY...just this one time. It would be such a great thing...truly epic. I don't know when I'd sleep, and I don't even care. (Note, I'm a fully grown adult with no homework and no brain or bone growth to worry about so I can make that irresponsible choice if I choose to.) *wink*

    Well... a week plus into July and the bounty system still limps along. I am now running three characters, not just two, to keep from continually losing playtime to the Justice System and its magical, ridiculously omnipotent guards. This morning may have been the last straw. I had a totally white, supposedly "no attack"bounty ...you know, where you get to choose if you pay or not before the guard/s start beating on you... AND in the middle of a c/s with Raz what should appear but this flying guard coming out of the absolute aether who immediately killed my level 30 alt before I even had a chance to get out of the c/s. Fortunately I only had a few low level pieces on me and I've learned to carry extremely minimal gold because I REFUSE to return hard earned gold "into the economy" via this system.

    I've been subscribing... well I'm STILL subscribing, at least as I write this, and I was a beta player so you can decide if I've been a loyal player or not, but this system may be the end of all that. I know it has been for friends of mine. The original design of the game is compelling and the lore is fantastic, but somehow things got turned the wrong direction with Justice (ironic), and that is very sad. If I lose my account for saying so...so be it. I find myself more frustrated/infuriated every time I play lately. I've always been kind of a freak for true justice and "the principle of the thing" and this is hitting a lot of raw nerves. It just isn't fair to the players. Yes, I could choose not to steal, but the economy is also TERRIBLE, so the choices are few indeed. Unless one is in the habit of begging or accepting charity on a regular basis (I am NOT) getting ahead in the game is nearly impossible without resorting to the built-in "crime" that has become a focal point of the game.

    But even a simple troller can complain. It's cheap. So I'm also offering some suggestions. I think they're pretty realistic.

    Suggestions:

    1. Most importantly--NO bounty, no matter how high, should take away more than one hour of play time especially when the only other option is that of forcing the player to give up tons of gold that has become harder and harder to come by as necessary items in guild stores (won't EVEN get started on THAT) have SKYROCKETED in price and crafted and looted items have become pretty much worthless in many cases.

    In the current economy it's very difficult, especially for new players, to get started without stealing due to the DRASTICALLY reduced drop rate, and massive market "changes" due to the Crown Store. Even helpful players, myself included, are getting burnt out on giving away things that used to be the backbone of our subsistence so that new players have a chance to get going in the game.

    1a. Scale bounty times down from that hour max. That is still a VERY long time to have to wait for a GAME. Seriously! It is "punishment" enough. Taking away hours upon hours of playtime may lessen server load, but it's not exactly FUN, which is what people would ideally prefer for their investment, even if the new TOS makes it abundantly clear that ZOS has absolutely ZERO obligation to deliver ANYTHING at ALL for the money people pay. Overall it's a high quality game. Justice System just doesn't measure up.

    2. Make the guards at least somewhat realistic.

    In real life (ideally) if a crime isn't witnessed and a suspect isn't behaving in a threatening way, police officers can't accost them, much less MURDER suspects on sight especially not when the person "owes" (based on my personal experience) as little as 7 dollars/7 gold.

    3. If a crime is witnessed and one does away with the witness, and THAT crime is not witnessed, that leaves NO witnesses. This is such a derp moment for me. It's common freaking sense and there is certainly Elder Scrolls precedent set...in the most recent game in the series prior to this one no less!

    That worked well and smoothly and kept the game moving...and fun! Too bad about the servers, but I suspect, based on all the Crown Store items I see all over that the servers are being exceedingly well supported by cash purchases! Roll-outs of new items have been slow, so I see no desperation on the part of ZOS to entice more spending. (If you are looking, cosmetic improvements/HAIR, beard styles-barber/better makeup/tats/better costumes/character modification = BIG REPEAT SPENDING).

    4. If you MUST have all-seeing super-magicka wielding Justicars, make them big, identifiable power-mages, sorry sorcerers, so players at least have a chance to avoid them. Perhaps put better loot in the 'boss guard' areas for the people who enjoy the imbalance of omnipotent guards. It's fine for those who have moved along the skill line a bit farther, but new players need gold too.

    5. As usual, for every person with the courage to speak out there are countless players who suffer in silence or just quit then trash-talk later. I'll probably get my ration of grief for this, maybe even get banned, but so be it. This system alone has been badly broken, imo, for over FOUR MONTHS and being nice (I posted back in March) didn't seem to accomplish much for any of us who did.

    I'm usually the last person asking for anything in this game to be made easier. As a matter of fact I see this as the least challenging but most relaxing and beautiful "popular" MMO currently available for play, but the Justice System needs work. It's not difficult, it's broken, and as you know I am far from the only person who thinks so.

    I don't put this out here to vacantly complain. I want to keep the game going and moving in the right direction so people continue playing.

    Seriously though, of the issues we have with the justice system, this one is pretty small. Maybe it could be tweaked but then I think people would just end up getting away with murder. IMO, If you can't 1 hit kill... you deserve the bounty.
