From what I'm getting, I think my first trip to Cyrodil should be with a Shadow Assassin type of toon with MAJOR sneaking and invisibility options and to NEVER use the main roads and avoid absolutely everybody, everwhere.

That's because there's no benefit to letting an enemy player go. They may be questing... they may be requesting backup to help take you down. It's hard to know, and most players make the assumption of self preservation (kill or be killed).Wouldn't matter. Somebody will still attack you and slaughter you, no matter what you do.

I know it won't always work to ask your enemy for a temp truce but there are times when I don't really want to kill a lone quester but I just can't be sure he won't attack me for my trusting nature.

3 out of 4 times, when I encounter enemy players while questing, they make no move to attack. Most people are just trying to get their dailies done lol. I think it's just that threads like this tend to attract players that are bothered by the thought of pacifism in a pvp zone.

That's why Cyrodil scares me so much.
I'm a weenie.
I've come across other people in delves etc. if they attack me first, they go down. If they stop and sheathe their weapon, I'll let them go. It's that easy for me.
