Possible justice system flaw?

So I was just now playing my newly started character when I accidentally hit an NPC because I forgot to turn on the prevent hitting the innocent option. I got killed by the guards but still had a bounty of 25 on my head bc I didn't have enough gold. Now I have 0 gold and a bounty of 25 that won't go away bc I can't pay the guards. I guess I'll just wait out the bounty but.... Maybe change this in the next patch?

    You go into the Outlaw refuge, there is a entrance for it outside of town and take money out of the bank from the Banker and pay the fine to a Guard or the Fence inside the refuge or head way outside of town and wait until the bounty clears, most likely while grinding / killing mobs, resource gathering, etc..., it takes some time but it will decrease over time and eventually clear..

    No they wont change that in the next patch, be responsible, and after creating your character turn OFF Attacking innocents in settings.. easy enough..

    By the way, one time I had Attacking Innocents on as well, the game froze and I pressed the main attack button and shook the mouse and hurt a bystander and Kotaro got wrangled by the guards and had no money, Kotaro politely said "No it was a Accident.." the guard said "pay the fine or I hurt you." Kotaro decided to run, he used Retreating Maneuver and got away.. be prepared if you decide to cut and run.. I then changed the setting to not attack innocents..

    I'm at the auridon wayshrine where if you move 5 feet there is a guard waiting to hit you. Tried sneaking away, got caught instantly. I'll just wait for the bounty to go away

    log out for a while, the timer goes down even if logged out

    I had a similar problem. I didn't have the setting changed because I didn't want it off just because sometimes I like killing people. But I got sick of my impatience and button mashing circle to get out of a menu resulting in me attacking someone if they were nearby.
