I will say I am new to the game and I don't have any CP so take my suggestion with a grain of salt.
But what if Champion Points were awarded by completing Achievements instead of gaining EXP. This way you could limit the amount of CP a player could earn while still giving others something to strive for as well as catch up to those with higher amounts. Also it would mean they would have to play the game. You couldn't use bots and etc.
With specific PVP Achievements and PVE Achievements a player could choose which ones they wanted to focus on depending on their playstyle. Or if they did want a leg up on others who just choose one route, it would entice PVP players to play more PVE and vice versa.
I'm sort of basing this on how DCUO handled skill points(champion points). If I remember correctly, lol it's been awhile since I played, after you hit your max level you could still gain Skill Points by completing various feats. Some of which were easy like "Win 50 1v1 Duals" and some of which were hard like "Win 5000 1v1 Duals" I may have the number wrong on that but you get the general idea.
Now yes this did lead to people asking "How many SP do you have" in order to do certain group activities. But for the most part it was a really good system. And very rewarding as well. I remember when I finally reached 100 skill points I felt like I had accomplished a great deal. I had seen and done more in the game then I normally would have just going around doing raids or quests.
I haven't really looked at what achievements are already in the game but I did notice there are quite a few of them. Which is already a good start for this particular system. And with new Achievements being added with new DLC and Content it will always give players something to work towards.
Anyways it's just a thought and I apologize if this has been brought up numerous times before.

-I posted this in a reply but I felt it should be added here. This is idea based on the CP balancing issues recently brought up by Deltia and others and not specifically just earning CP's.
-What if Achievements earned in PVP or PVE awarded them CP points specific to that gametype. For example PVP CP's could relate to Player vs Player dmg or Player vs Player stealth and etc.
-Also when I talk about Achievements I don't mean just the regular Achievements that are already in the game. Obviously new Achievements would have to be created and added, ones specifically designed towards a more rewarding nature then just dyes. For PVE Players it could be for completing Dungeons a set number of times. You beat a specific dungeon 10 times, you get a CP. You beat it 30 more times you get another CP and etc. For PVP, kill 100 Nightblades you get a CP, kill 500 Nightblades you get another CP. For crafting it could be gather 200 of a specific type of material. Read 200 book shelves. And when new DLC is released Achievements specific to that content in the DLC.
