Yes, there is a guild chat. When you open voice chat be sure to select Arcane channel 1. If you do not see it, log off and then back on and it should appear. I did hear from another member who is having trouble seeing it, so it might be bugged? The rest of us were talking in it all morning though, so it is definitely working for most.
