Vampire perk not working

I aqquired unatrual resistance which is suppose to reduce the health recovery determent between stages 2 through 4 but at stage four im still showing 75% slow regen. Some one suggested feeding after unlocking the perk but that does nothing to fix it. And it does not show the unnatrual resistance perk as active in my character page
