You rightclick the individual armor piece, choose Enchant option then pick the glyph you want on the armor - you can even see a before and after preview of applying the enchant, if you are satisfied you press R or click "enchant" button with your mouse
On the PC, you right click on the item and choose Enchant and apply it that way. There is also a key to press for this too. On the console, not sure. You can apply glyphs to stuff you have equipped, or stuff in your inventory.
Note, you have to periodically re-charge the Glyph with a Filled Soul Gem, so keep that in mind. You can also just replace the Glyphs instead of recharging them. You can also swap out the glyphs already applied by using a different glyph to enchant the item.
Only certain glpyhs can be applied to certain things. Like armor pretty much only takes Attribute glyphs for STamina, Health, Magic. Jewelery is Regen, cost reduction, power, and weapons takes the Shield and Absorb Health type of Glyphs.
The Glyphs also have to be of the correct level for the item you are applying it to, but the Tool Tip should tell you that.
