My guest is that people run much less pve grps today because its worth less than it used to. Exp in grps should be better fpr once.

Most of my friends haven't run a pledge in about 2 months... just not worth it. Once you collect your monster sets, the xp is meh and the drops aren't worth it.
Go grind for 20 mins instead and tell me which is superior.

-go out and make some friends! Mmos are social games and not ment for people who ask a computer to randomly select grp members.
-join a guild and actually TALK to them.
-you have a friend list. Use it. Try grping with same people. Develop coordination with them. Dungeons are hard and you will not get through all of them if you are an unsocial sociopath.
-if all else fails, use zone chat. If they are good, friend them. If they plain suck, get someone else.

Well to run for those sets you better be vr 14 first right? On my main vr 7 i just cant stand questing anymore. I hve enough of copypasta quests with dull fetch tasks no matter *** good voice acting in them is. Not to mention that if was really into single plyer questing i would find games doing it much better. In every MMO i can remember running dungeons is always a viable way to lvl.

From console view now that I moved over and started a new character
#1 - how do you make friends on an MMO who are not originally random? Group finder should help you find new people to team up with. Its like saying I want a date tonight, is it easier to get on a dating site/social media site or randomly walk up to girls all day? (hint: dating site/social media)
#2 - Guilds are fine but they are not exactly easy to find on console as again there is no real system in place in game to find guilds easily or like the clan I joined in BF2 be matched with players from that guild/clan randomly and then join afterwards into their guild/clan
#3 - Friend's list only works after you have a big list of friends but when leveling 1/2 the time you are likely not to be able to group because of the level difference causing issues
#4 - there is no real zone chat to look to group unless you want around yelling you want to group or spam the group emote
In the end making new random friends on console is not the easiest thing to do and your really only hope is to go to the area that you want to run and wait for some other people to come along. Over time I can see you building a good list of friends to continue to group with. In the end this all points back to not having a good group tool for random quick play with strangers to run the dungeon of your choice.
