✭✭✭✭✭You don't need "civilian" clothes for the indecent exposure achievement. Just get caught using whatever pieces of clothing OR armour you can get. I think some medium armour racks have pants on them, otherwise try containers in clothier shops/armourers or in places with lots of crates like harbours.1 -

"Civilian clothes" to launder and dye for roleplay use? Those are also found in furniture, though a rather rare drop... I really wish there were many more styles to those, and for them to be sold by tailors and crafted by clothiers... (maybe deconstruct to learn that particular style?)0 -

✭✭✭✭✭To the best of my knowledge, there is no special underwear in the game. vexed me from the beginning too, since the ones we have when taking off all our armor are looking so darn... "modern". When I'd want medieval style loincloths instead... oh, well, maybe someday they'll update that. Or sell alternate versions in the crown store...

Someone was yanking your chain. There are no underwear to be found. As proof of that, there is no inventory slot for underwear. The best you could hope for is shorts instead of pants.
