The only time I can see this being necessary is if you don't have enough skill points (so go get those skyshards and do those quests) or you flip flop between wanting to run a stamina build and a magica build.
I personally DPS and tank and only need to swap a couple skills to do so along with a couple pieces of gear. On top of that I've mastered three crafting professions and have skill points in reserve.

That's the thing, I've been Magicka build to Stam build back to Majicka to Mixed to Stam etc to all health. Plus going for Bow to Desro to 2H etc, wasted points so you want to respect.

I really see no reason for the skill respec to cost any less then it does now... not like the game has much in the way of endgame gold sinks anyhow, so by that time the cost is not realy noteworthy...

Having the ability to try different things is good, but ultimately you need to decide what kind of character you are and what skills you want available. This system is not designed so that you can be everything all the time. Start with deciding on Magica and stamina for your build and 90% of the issue is gone. You aren't supposed to have access to every possible build of your class at any moments notice.
the ability to unspend individual skill points would probably be more useful to me
i'd like to be able to switch from bow to staff, without having to re-spend all my class skill points, 2H, dual wield and professions.
or just be able to switch a single morph quickly and easily, even if it cost me double to do it 1 skill point at a time.

And I guarantee they will.
Either way, the respec cost is so low, and by the time it becomes expensive you'll have 250ish+ skill points and be able to spec 3 builds at once and won't even need respecs often.

I have very little free points because I didn't know it was a bad idea to max every craft on my main.Wish we could transfer own crafting Iearned to another char. It takes too long to research to start over now. =/
