It's not a criminal court... They don't need proof beyond a reasonable doubt. If they believe that you are deserving of some form of disciplinary action, they can do that. What are they going to take action on? The voice chat isn't recorded by Zenimax. No matter how many times a particular player is reported, they have zero proof.
There are players on PC that have been exploiting for months, if not a year, and Zenimax hasn't done squat.

Then all I have to do is get 50+ of my guild mates or friends to report some player we don't like and get him banned. That sounds fair....
